Kate Moir is a dynamic expert in community engagement and public relations, specializing in building strategic, meaningful connections that foster informed decision-making. With an in-depth understanding of the complexities of development, Kate brings a unique perspective that blends municipal, provincial, and developer insights. Her creativity, conflict resolution skills, and training in managing high-emotion situations enable her to offer customized solutions that pave the way for successful outcomes.
With over 20 years in community planning and development, Kate boasts extensive experience in project management, land use planning, stakeholder engagement, and municipal governance. Her career began on Vancouver Island, working in affordable housing and long-range planning, followed by a10 years in provincial and regional planning. Rounding our her experience, is a successful consulting career for the past seven years. In each of these roles, Kate has demonstrated exceptional professionalism and quick thinking, consistently providing innovative solutions that meet and exceed client expectations. Kate's past roles include serving as the CAO for the RM of Brokenhead, where she managed a team of over 20 and a $5 million budget, as well as working as an Emergency Measures Coordinator for Tanners Crossing. Since 2018, she has been a key consultant with M Richards, specializing in stakeholder and community engagement. Her recent projects include the Quest Recovery Center, Lac du Bonnet Planning District Development Plan, South Transcona Secondary Plan, Metis Nation of Ontario mixed-use project, Housing Accelerator Coordinator for RM of Lorne, and Economic Development support for the Town of Morris, Ste Pierre, and the Municipality of Emerson-Franklin.
Kate holds a Master of Arts in Environment and Management from Royal Roads University and a Bachelor of Arts in Urban Planning and Social Anthropology. Throughout her education, Kate developed a deep passion for community engagement and development. She is also one of the few Certified Public Participation Practitioners (CP3) from the International Association for Public Participation (IAP2) in Canada and serves as Co-Chair on the National Professional Development and Training Board, as well as Secretary for the Prairies Chapter of IAP2. In addition, she has completed coursework in municipal finance, project management, and administration, combining academic rigor with hands-on experience to approach challenges from a well-rounded perspective.
Kate loves connecting with people and is always eager for an adventure, whether it's discovering new cultures or traveling to new destinations. She’s lived in over 75 homes (though she stopped counting!), and she’s finally found her forever home with her family in Minnedosa, MB. Outside of work, Kate is a proud "girl mom" who spends her time running her kids to theatre and swimming practices.
