M Richard & Associates was engaged by Pembina Valley Water Cooperative (PVWC) to assist in the development of a Sustainable Growth Action Plan, addressing critical water capacity challenges in southern Manitoba. This initiative was driven by the increasing demand for water to support residential, agricultural, and industrial growth, coupled with constraints limiting the economic development potential of the region.

Our team collaborated closely with PVWC to analyze current and future water demands, evaluate infrastructure requirements, and develop actionable strategies to enhance water supply capacity.

The resulting plan outlined targeted infrastructure investments, such as the expansion of the Letellier Water Treatment Plant. The plan also provided a roadmap for securing funding from government and private sources, cultivating economic resilience, and positioning the region as a hub for sustainable development.
