The Downtown Community Safety Partnership (DCSP) engaged MRA to design and lead public engagement for the proposed Beacon Program, a CCTV-based initiative to enhance downtown Winnipeg’s safety and wellness through improved incident response in partnership with the Winnipeg Police Service, emergency providers, businesses, and organizations.

MRA’s role involved developing an engagement plan to inform stakeholders about DCSP’s services, introduce the Beacon Program, and gather community input on its implementation. We facilitated focus group sessions with key downtown organizations, designed and distributed surveys, and organized a public pop-up event in a downtown market to ensure broad participation.
