PROJECT INTENT
The South Transcona Secondary Plan is intended to introduce a comprehensive plan for urbanized development with a full range of municipal services within Precinct S, and to establish appropriate policies to guide such development in accordance with the City of Winnipeg's Complete Communities Development Strategy 2.0.
The Secondary Plan aims to create South Transcona into a model for sustainable development, showing how Winnipeg communities can grow and change in ways that work from a development, transportation, and quality of life perspective.

Please note that the updated Secondary Plan application (SP 4/2026) is scheduled to be heard by the East Kildonan–Transcona Community Committee at a public hearing on August 13, 2026, 9:30 am.
In order to participate in the hearing, you must pre-register. You may also participate in the process by submitting your comments in writing.

Please note that the City has rescheduled the time to begin the Public Hearing to 9:30am. If you wish to attend the entire hearing, please ensure you provide ample time for transportation and/or parking.
PROJECT HISTORY
Beginning in May of 2024, two major developers in the area hired M Richard & Associates Ltd. (MRA) and McGowan Russell Group Inc. (MRG) to develop a Secondary Plan and engage the community. Stantec has been retained to assist with a servicing and transportation plan. Discussions have been had with local stakeholders, residents, business owners, City of Winnipeg staff, and the Transcona Ward Councillor.
An Open House was first held in Summer, 2024 with Open House #2 in October 2025 and Open House #3 in December 2025. An Information Session will be help in January 28, 2026.
