
PROJECT INTENT
The South Transcona Secondary Plan is intended to introduce a comprehensive plan for urbanized development with a full range of municipal services within Precinct S, and to establish appropriate policies to guide such development in accordance with the City of Winnipeg's Complete Communities Development Strategy 2.0.
The Secondary Plan aims to create South Transcona into a model for sustainable development, showing how Winnipeg communities can grow and change in ways that work from a development, transportation, and quality of life perspective.

INFORMATION SESSION
You are invited to a final opportunity to review the updated Draft Secondary Plan prior to its submission to the City of Winnipeg.
The purpose of the Information Session is to provide an opportunity to review the final updated materials, respond to questions, and outline next steps in the City’s development review process. There will not be a formal presentation to allow for one-on-one engagement.
Updated plan materials will be posted online in advance of the session at:
www.mraplanning.ca/southtranscona with an opportunity to provide feedback.
Following the plan’s submission, there will also be additional opportunities to provide comments through the City of Winnipeg’s statutory public hearing process, which will be organized separately by the City.

PROJECT HISTORY
Beginning in May of 2024, two major developers in the area hired M Richard & Associates Ltd. (MRA) and McGowan Russell Group Inc. (MRG) to develop a Secondary Plan and engage the community. Stantec has been retained to assist with a servicing and transportation plan. Discussions have been had with local stakeholders, residents, business owners, City of Winnipeg staff, and Transcona Ward Councillor Russ Wyatt.
An Open House was first held in Summer, 2024 with Open House #2 in October 2025 and Open House #3 in December 2025. An Information Session will be help in January 28, 2026.
